Frank Baum mentions that Dorothy is dressed in blue and white checks, as the Munchkins notice right away that blue and white are colors of good witches. Traditionally, Dorothy's dress is a traditional girls frock or jumper that's about knee length. In the original Wonderful Wizard of Oz, of course, she has silver slippers, and in the movie, they're ruby. If you are doing a stage production, you may want to consider painting a pair of character shoes red instead of using prop shoes for movement and dancing purposes, or think about using shoe covers.
